The new police headquarters is located on a striking site in the Moselle Valley. It marks the transition between vineyards and the urban area of the city Grevenmacher. Here, the Moselle river divides the countries of Germany and Luxembourg are divided. The region is distinguished by a landscape of intensively cultivated vineyards.

Consisting of two building pieces, this landscape motif is interpreted in both the cladding and configuration of the new construction. The main building, a slim, three level office block is arranged perpendicular to the river and marks the entrance to Grevenmacher. Its facade consists of an inner, room height glass and aluminum constuction with sliding elements and a outer layer of galvanized metal panels. The light, partly transparent and dynamic quality of the panels imitates the surface of the river and reflects light differently depending on the time of day and season, similarly to the way the river changes.

The second, smaller building piece sits parallel to the Moselle and houses the public functions and detention cells. The building is of solid concrete construction and a curtain wall made of gabion baskets, which are filled with bright stones from the Moselle Valley. This stone also makes up the numerous walls in the vineyards that are necessary for the terracing of the hills. Through its materiality and durability, this building piece becomes a part of the vineyards.

Outside, the forecourt, which sits at an angle with both building pieces, serves as greenspace and as car park in additon to entrance.
